Yes, you're seeing a 'BB notification' because there's an outstanding issue with the broadband billing account that you're using to access the internet.
It needs to be dealt with by the account holder.
If you are the account holder please follow the instructions onscreen; if you are not the account holder please let the account holder know straightaway so they can deal with it.
